2. NASA Certification-Chinese Affiliations Form
Instructions: This form is required in order to meet Federal Law (Public Law 112-55). This law restricts NASA from providing funding to participate, collaborate, or coordinate bilaterally in any way with China or any Chinese-owned company, at the prime or sub-recipient level, whether the bilateral involvement is funded or performed under a no-exchange of funds agreement. The university must certify compliance with this restriction for each proposal or award. NASA defines “China or Chinese-owned Company,” to mean the People’s Republic of China (PRC), any company owned by the PRC, or any company incorporated under the laws of the PRC; this would include Chinese universities and research institutes. The law is interpreted by NASA to prohibit participation (funded or unfunded) by any individual, regardless of nationality, who is affiliated with the Chinese Government or a Chinese-owned Company. NASA does not consider this a prohibition of Chinese nationals.
• This form must be completed by anyone seeking funding from NASA.
• If there is a change to the information provided on the form, a new form must be updated immediately and resubmitted. Project participants are responsible for ensuring that the form is accurate and up to date. Any affirmative answers will require a review by Research Compliance. If you have any questions about completion of this form, please contact researchcompliance@unomaha.edu
• PI’s are responsible for ensuring that, prior to adding additional participants to a NASA project, the new participants must provide a completed and up-to-date form.

NASA's policy on Unmanned Aircraft Systems (UAS) so as to fully comply with the prohibitions and requirements set forth in the American Security Drone Act (ASDA) of 2023 states that NASA funds may not be used to purchase Unmanned Aircraft Systems/Drones from foreign covered entities, which includes China. No distinctions (or exceptions) relating to the prohibition based on the altitude, weight, or any other features of the drone have been provided.
